To wipe the system down or to remove the thermal paste off of the CPU's IHS and heatsink plate? In both instances, yes.

I wouldn't.
64% isopropyl, means 36% other inert ingredients and that's not just water. It's oils, fragrances, soaps, whatever. Those will leave behind a film that's not exactly good for the next application of paste.

The isopropyl alcohol you can find in any drug store labeled as such will not have those other ingredients, just distilled water.
