Can i use Win 98 & WinME together ?

Can i use WinMe & Win98 "Second Edition" together every operating system in separate partion ?
if the answer yes , how can i do it ?

No. Those two OS's don't have a dual boot option. HOWEVER, there are third party boot programs that will allow you to do that.
