You came here for the truth, so the truth is, even with NO graphics card installed, I would NOT recommend using that power supply even for a bare bones system with integrated graphics. Just because it's currently working does not change the fact that Circle power supplies are dangerously poor quality. I don't know how we can make that any clearer. If you put that power supply together with any gaming card, or any system at all really, you are taking a risk.

I realize Circle is both common and popular in Middle Eastern countries, but using them is a bad idea. They are imported from chinese manufacturers and they are very cheaply made. They are KNOWN to damage or destroy hardware or just plain fail or burn up. If you want to run a gaming...
No. First of all that power supply does not have the capacity required to run that graphics card and MORE importantly, it's a terrible quality power supply. Get a better power supply before trying to use that graphics card or you are likely to end up needing to replace the graphics card AND the power supply before you are done.

Circle psus are cheap trash. None of their psus output what they claim and won't come close to being reliable.

5v+ and 3.3v see very little use in modern pc's, they are run almost entirely on the 12v+ rail, so having a 14A 12v rail and 25A 5v+ rail shows that it's a well over 10year old design and is highly likely to not be close to within ATX specifications for psus.

There's only one thing Circle psus are good for, starting fires. There's also one thing they excel at, failing at over 50% rated loads.

A reliable 450w psu should have at least 30-35A on 12v rail. 14x12 = 168, so figure your entire pc is running on less than 168w. Any decent gpu will put you closer to 250-300w, and you simply do not have it. It will crash the pc the instant you put any load on the gpu.

They are KNOWN to damage or destroy hardware or just plain fail or burn up. If you want to run a gaming card in your system, ANY gaming card, you are going to need to get a better power supply. I know the CX power supplies are available and relatively inexpensive in those regions and while they are not terrific power supplies either, they are MILES better than anything sold by Circle.
