I need to connect a fifth PCIE device (GPU) to the PSU, for crypto mining. They are all RTX 3060tis running at 130W.

Yes, you can, they're probably just on a separate rail with lower OCP limit than rails used for GPU sockets so depending on power draw they may trip the OCP, switching to single-rail mode should fix that.
