Question Can i5 6402p stream games in 2019?

mother board: gigabyte GA-H1110M DS2 DDR3
Ram - corsair 8 gb (dont know the model)
Gpu - rx 580 4gb oc
Cpu - i5 6402p
Can this setup stream new games at 1080p/720p?
Which is the best cpu i can uprade to in a 200$ range for streaming??
 
It's a decent CPU, but not stellar. Similar to an I5 6400 in performance. For a lot of games it will do just fine. Anything demanding like BF 1/V, COD WW2, BO4 the CPU will max out and cause stuttering.

4c/4t CPU's like yours aren't great for streaming/gaming at all. You would really want an i7 6700/7700 (7700 with a bios update). That will give you some CPU headroom for streaming as it can be demanding depending on what settings you choose in game and for the stream.

You might be able to get a 6700/7700 second hand for about $200. You would also be limited with streaming settings with the GPU being only 4gb vram, and also only having 8gbs system ram.

How about ryzen 7 1700?
 
Switching to Ryzen would require a new motherboard and new RAM, blowing your $200 budget out of the water. 16GB would also be strongly recommended so your system's performance doesn't get bogged down by most of the first 8GB getting hogged by whatever game you are playing.

While the 1700/1700X would be a good pick for pushing stream quality using CPU-based compression, the 2600/2600X would get you better in-game performance most of the time, albeit at the possible expense of some stream output quality due to having two fewer cores to spare for encoding.

Ryzen is one of the better options for gaming/streaming, mainly due to the higher core/thread count over Intel for the midrange chips. 1700x is a great chip, and games/streams like a monster with excellent in game settings with good FPS, and superb stream quality even on the highest presets.

As InvalidError pointed out, it would require a new Mobo/CPU/Ram. Yes, it does put you out of budget, but you could use the RX580, PSU (if it's decent) and case, and add this:

You would be able to stream very well at 1080p, with quality in game settings at that res, and excellent stream output and very little by way of dropped frames for the stream. It would be a great place to start.

I'm not sure how much you'd get. Maybe $100. It's older tech, used, and doesn't have much value left. You can compare on ebay and judge better yourself what price to sell for.

Although the PSU is 620w, that doesn't tell us much about it's quality, which is the most important factor. Can you list the exact model.?

If you are gaming/streaming at 1080p, i'd say the 2600. It has enough cores/threads to do what your asking, with aplomb. It's a great mid-range CPU capable in all tasks. Also, given it's Ryzen 2.0 it has slightly higher IPC, so albeit the 2600 is slightly behind in multitasking, it makes up for it a little with newer tech.
