[SOLVED] Can i7 3770 run on this cooler?

Hi,my friend wants to buy i7 3770 and he has this cooler:https://www.newegg.com/p/0VE-013Y-002D7
Can it keep it cool?
He had a i5 3570 with this and temps never got above 65C while gaming,he has 4 case fans too.

but sidenote: why buy an i7 3770? its not a very big upgrade, and he can probably get a better motherboard and cpu combo similar price, or just a little extra.

It will cost a little more since he will also need new ram, and obviously a motherboard

but even the the cheapest he can find, an a320 board and a ryzen 3 3100 will be miles ahead of that 3770k.
