Sure. Assuming the HDD is still functional. You could remove from the Dell and install in an external enclosure. Then you can locate files and do whatever you want with them.

Generally speaking data files on a mechnical hard disk drive can be transferred to another hard disk drive, a solid state drive, an optical drive disc, cd disc, or a USB flash drive.

What are you trying to accomplish? What kind of disk? It would help if we had a little more information.
