Can install 32 bit app on W7 Ultimate but not on W7 Home Premium

I have a 32 bit application (Photodex Compupic) that I can install with no problem on a Windows 7 Ultimate 64 bit machine I have. However, when I try to run the exact same installation executable on another machine, which is running Windows 7 Home Premium 64 bit, I get a message that says "The version of this file is not compatible with the version of Windows you're running." I've tried running the installation executable in compatibility mode but still get the same message. I can run it on the Windows 7 Ultimate machine without running it in compatibility mode or XP mode. I've tried "run as administrator". I've tried to set the affinity when running the executable. I don't know what else to try.

I will say the Ultimate machine is using an Intel I7 cpu and the Home Premium machine is using an Athlon II X2 220 cpu.

Any ideas why the exact same installation executable will run on the Ultimate machine but not on the Home Premium machine? Is there a way around this?
