Question can install Adapter PCIE x4 to PICEx16 and runing full speed ?

i use Main z370m giga https://www.gigabyte.com/Motherboard/Z370M-D3H-rev-10#kf

1. 1 x PCI Express x16 slot, running at x16 (PCIEX16)
   * For optimum performance, if only one PCI Express graphics card is to be installed, be sure to install it in the PCIEX16 slot.
2. 1 x PCI Express x16 slot, running at x4 (PCIEX4)
3. 2 x PCI Express x1 slots
   (All of the PCI Express slots conform to PCI Express 3.0 standard.)

I have 2 SSD nvme 120 gb , have installed into 2 slot M2 on main
I buy SSD 3rd is 970 evo 250 gb , this SSD i will used for install Win 10, with a Adapter PCIEx4

can i use this Adapter install to slot PCI Express x16 slot, running at x4 (PCIEX4) on Mainbord ?

When I do it , My gpu can be slow running ? and my SSD 3rd install in Adapter for win 10 boot can running max speed like slow M2 connector ?

sure why not. but it will ONLY go as fast as the pcie card you plug into it will permit.
