Can Intel Core 2 Quad CPU Q6600 with 2.40GHz run games that require at least around 3GHz?

So I was wondering, I have looked up at some Steam games recently, and I just saw a game that requires at least 3GHz for the processor. Is it still okay to play these games with the current processor I have right now?

Steam has a return policy, so you can always just buy them and try it out. If the run poorly (or not at all) you can return them.

Also, that CPU is 10 years old. Even if you overclocked it to 3GHz, it will still be far weaker than a modern quad core Intel running at 3GHz.

As luck would have it, someone recently did some benchmarks to see how the Q6600 holds up in games in 2017.

Yes and no. Those are more recommendations than hard line requirements, they are saying the game will really run bad with slow processors, as in jitters, lag, low fps etc. Getting a decent OC on that cpu would solve much of that, so it's possible to run the games, but you really won't like the results with the current setup.
 
What game are we talking about here? On another note, what sort of a resolution are you intending to play said game title? If you're looking at less than or at 720p with reduced details(tweaking them in in-game settings) then it's possible. Might want to also share your full system's specs with us to be get a huge nod.
