Can IPS diplays develop white lines?

I currently have a HP Pavilion laptop with a screen that has developed white lines. I will likely need to get my screen replaced. I am wondering if laptops with IPS displays can also develop this. If so, would they have a less chance of developing this?

Secondly, What is the cause of white lines and can I fix this myself?
