I have a Surface Pro 3 and an MSI GS60 that I use both for school. My question is when both laptops have fully charged batteries and are left plugged in do they run off of just the power provided by the wall outlet and not the battery?
Yes, if you remove the battery in the back you are able to run of the power from the wall. Though this isn't preferred, it's an alternative method if your waiting for the battery to be delivered if that's the case.

Yes and most recent laptops are smart enough about charging they even turn the charging off once it's fully charged, which is good because I usually leave them plugged in 24h/d.
Think of the battery as a built-in uninterruptible power supply.
