[SOLVED] Can low cpu clock speed mean a GPU bottleneck?

I have a Ryzen 7 2700 and a 1080ti. I play fortnite which is a cpu heavy game. The CPU has a 3.2 base clock speed and I don't overclock. While gaming it peaks at 3.4. My question is, does this relatively low clock speed make for a bottleneck of the 1080ti?

In theory yes. Ryzen has lower IPC (instructions per clock than intel, but great at multitasking cause of many cores/threads).
