Can low mhz memory with a ryzen 5 3600 cause frame drops/stutters?

msi x470 gaming
ryzen 5 3600
rx 5700 xt
corsair vengeance lpx 2x8 2400mhz
seasonic gm 650w power supply
1tb hdd

I just got new ram it is 3600mhz c16 and i still have stutters so can it be my hard drive it seems my hdd is always at 100 or like in the 90s when gaming can this be the problem with my stutters

That will cause the issues you're experiencing. Time for a SSD

can i just send a recording with msi afterbunner playing modern warfare just so you can see if everything is running ok and that its my hdd causing this
