can Macs be used a monitors?

I have an all in one 2007 Mac that cannot really function on its own anymore. I was wondering if I was able to hook it up with an HDMI to my new computer (windows 10) and use it as a monitor alone. Is this possible or does Mac not allow it?

Per my research, that model of the iMac doesn't allow it to be used as a stand alone monitor.

thank you, and is there a way for me to replace the graphics card on it? Its my mother's old computer and apparently the graphics card is fried to my knowledge. Is there a way I can salvage it and make it work again?
