can memory fry my desktop?

i was trying to up grade memory. this what i did: existing memory 1Rx8 PC3-10600U. swapped with 2Rx4 PC3L-10600R, Fit perfectly , after powering up i herd a beeping but never booted up.
i put back the old memory and nothing, the CPU fan only.

i cant get in. Gateway Desk Top F1 or F2 is not working, i do not here the hard drive at all, only the fan.

could you get into BIOS before swapping the memory or has it always been like that?
