Can monitors/TV limit FPS?

So I am using the R9 290 tri x, intel i7, new PC I built. And out of curiosity, I downloaded fraps so I couls check my fps in games. I'm using a 4K HD TV, and HDMI instead of display port. The screen is working at only 30hz, but here's what's weird...

When I change the resolution to 1440, I can get up to 60fps, but not 1fps higher, but when I change the resolution down to 1080, It will not go above 30fps.

I have tested this on multiple games, same on every single one. Is it my TV? I know this card is capable of better fps than this.
 
A monitor in itself has no effect on your FPS. The resolution can effect the FPS usually the higher the resolution the lower the FPS because a card has to work harder. The fact that you are seeing 60 FPS and 30 FPS sounds to me like a limitation in the game rather than your set up. Alot of game default to capping the FPS to either 60 or 30
 


This was the first thing I checked, and I have set the fps to 'unlimited' in each instance. And I know decreasing resolution should increase fps, so why is it limited to 30fps in 1080, but 60fps in 1440. Or more to the point, why or how is it limited at all
