Can my asus p5kc support asus radeon strix rx 580?

I know my motherboard is very very old. My uncle will soon ship me his Asus Radeon ROG Strix RX580 8GB OC gpu, which will replace my MSI GTX560 Ti, so I'm wondering how much of that gpu will I be able to use (I know it wont run 100%). My motherboard has PCIe x16 2.0 ver., and gpu is 3.0. Will buy a new motherboard and cpu (Currently: Intel Q6600 OCed on 3.Ghz, also very old) as soon as I'm able too. For a PSU I have a XFX 750W 80+ which will be more than enough power. And one more question: Can you guys suggest a good solid motherboard and cpu (nothing crazy expensive)?

I was thinking max 600$.
Intel i7 7700k caught my attention, what do you think? Price seems reasonable (around400$)...
Currently using 2x 4gb kingson 1333 Mhz ddr3.
Not sure about motherboard tho, but I would prefer ASUS, just because mine ran 10 years with no problem. Anyways I'm open for suggestions for any good mobo.
