Can My Computer Handle a 144Hz Monitor?

Here are the specs: 8GB Memory, 1TB Hard Drive, AMD Radeon™ RX 570 video card features 4GB GDDR5 dedicated graphics memory, Windows 10.

Processor: AMD, Ryzen 5 1400, 3.4 GHz

Power Supply: 460W

It can handle normal usage, but in terms of gaming, specially fast paced competitive esports games, it will lag. The RX570 is more of a 60hz gaming card. You might get away with lower settings, but it takes out the whole point of high quality visual rendering.
Also varies from game to game.
The gtx1070 and above are more of 144hz gaming card along with Vega.

Ok, so if I were to play overwatch on low settings, would a 60Hz or 144Hz monitor be the best?
