Well you could play it, though your gaming experience would be very poor. The game will look pixelated with everything set on low and you will have choppy/low FPS.

really? because when i play League of Legends i get around 50 FPS.

League of Legends can run on the lowest spec computers. H1Z1 is completely different, the game is much more demanding. Your CPU is solid just that the integrated graphics are not powerful enough to play modern AAA games.

Okay, also people say my ram and OS is not good capatible with the game. I also have played csgo before and it ran perfectly is it like League of Legends or like H1Z1?

4GB should be enough, you might be barely cutting it and would have to cut down on multi tasking. However a graphics card upgrade should be your first concern. The game seems to run fine on Windows 10.

CS:GO is the same as League, both are light games.

If it helps any, the ~$100 GTX 750ti is a very energy efficient card and you might be able to upgrade without having to replace your power supply. It will let you play H1Z1 and many other games on 1080p at high settings.
