Can my computer work with GTX 1050Ti?

It should work but that depends on what cpu you have. If you have pentium than it would bottleneck the card in some games. If you have i3/i5/i7 it will work perfectly. Also I've seen that build has a 350 watts power supply which is really bad; you should change it's psu with one from seasonic 500w.

Yes, but if you have the 350watts psu as that site tells than you should get a new psu too, otherwise there are high chances for it to break your system.
