Can my dual core cpu run watch dogs??

Core i3 540 3.06ghz
Nvidia GTX 650ti directcuii
8gb DDR3 ram
min req being quad core ......can i run this on a dual core processor??

It may be possible, just because a computer doesn't meet the minimum system requirements doesn't mean that the game won't run, but it will likely be at such low frame rates that it becomes unplayable.

Unfortunately, you won't know until someone tries.

You'll have to test it yourself, or wait for benchmarks, but I would say yes - though you might have some microstutter and a low minimum framerate. My i3-2100 had those issues with Crysis 3 which is very multithreaded. The good thing is that i3s can handle 4 threads, albeit barely.
