Yes the CPU has no effect on your GPU being "supported" only the Motherboard and Power Supply do. Since your CPU is an Intel 3rd Gen your Motherboard should have PCIe 3.0 which is all you need for it to be supported so you are ready to go!

You don't need PCIe 3.0 support anyway, as PCIe is backwards compatible.

Performance-wise, the CPU is also a good match for this card. I'm running an R9 290 with my Core i5-3450 and it's still keeping up fine.

I know, i was simply stating that their wouldn't be any issues. If he was using an older PCIe lane i am quite sure the bandwidth would be lower hence a minor bottleneck?
