I have a hp elitebook 8460p with an i5 2520m, Intel (r) 3000 graphics, and 8 gb ram. Waw lagged but then I turned the power settings up and it ran fine, same for csgo. But would I be fine pushing it to black ops or mw2? And any suggestions to optimize are appreciated.

The optimization is called "buy a stronger laptop or PC"
Intel HD3000M is not exactly meant for gaming at all.

If you insist on using your laptop for those games:
For MW2 and BlackOps, you can try to run these games on 800x600 with everything on lowest, you should get somewhere between around 25fps.

Other:
In case you aren't aware, you also need to modify the BIOS settings to allocate VRAM if it's not set high enough. I'm guessing you can have up to 1GB (1024MB) allocated.

You may be able to adjust the frequency too. It MAY NOT BE POSSIBLE to do either of these things on your laptop but you'll see once you go into the BIOS.

That would give roughly 1GB for VRAM and 6.9GB for system memory.

There are still PLENTY of games that run fine on an HD3000 but they tend to be fairly old, though there are some newer ones too. Generally speaking, SHOOTERS don't run great as response time is critical and the graphics required on higher settings (so the game doesn't look like CRAP) is too taxing.

This owner says he has no option in the BIOS to change to more than 32GB of VRAM? Really?

That seems odd. Maybe you can confirm but I don't see how you could even play CSGO if that's the case.
