Hello,
I was wondering can I run Oblivion with:

Intel Pentium dual core B940 processor.
2GHz processor speed.
4GB DDR3 RAM memory.
640GB SATA hard drive.

Intel HD Graphics 3000 graphics card.

Please help :)

Yes, you should be able to run Oblivion at low-medium settings(you can turn stuff like shadows, anisotropic filtering, dynamic foliage etc to low or off)

Thats what I meant to say as I haven't actually purchased the laptop yet. So the processor is fine?

The Sandy Bridge Pentiums are surprisingly capable. That should be more than enough to run Oblivion. A better graphics card wouldn't be a bad idea, but I'm going to disagree with the previous posters and say that the HD 3000 should be sufficient if Oblivion is the most demanding game you're planning to run on this laptop.

Try checking www.canirunit.com
This page will install a little cookie on your laptop, which you give it acces for. That cookie will get acces to your system information and then it can check if your pc can run it. Theres no danger in it and the cookie is easy to remove.

Thanks guys. Just 1 more question (probably). If I try to run a game that the laptop cant handle (eg Skyrim~) Will it damage the laptop?

Hmm. No it shouldnt do that at all. When you launch the game and the laptop cant run it, try setting the quality to the lowest setting at them all. But no it shouldn't deal any damage to the laptop, it may make the laptop lag a little but after a restart if that happens, the laptop should be just fine :)

The best thing to do is to postpone your purchase of a laptop until you can save up enough money to buy a laptop with something better than Intel HD 3000.

It's better to put off your purchase for a month or two and get something that will make gaming enjoyable, than it is to buy something now, then realize that what little gaming performance you get is not enough to make playing games enjoyable. Thus, you feel like you just wasted a lot of money.

you shuld get away with reasonable settingas and framerates at modest rez but as jag says better to hold off if your priority is to play games so you can add a little more cash to your budget and get a lot more for your money...

What about this?

Intel Core i3 dual core 2330.
2.2GHz processor speed.
4GB DDR3 RAM memory.
750GB SATA hard drive.
Shared graphics.
Intel HD Graphics 3000.

better?

Then save up. Seriously, you are throwing your money away if you get a laptop with intel graphics and plan on gaming with it. You won't be able to upgrade a laptop later, so you NEED to get something good in the first place.

Have laptop with matching specs...Can actually run oblivion on medium-high 1366x768. even install jarl texture package and it runs decently..have to do things like lower draw distances but it works ok.
