Can my Laptop run planet coaster?

I Have a i7 4500u Nvidia 745m 2gb vram and 8gb of ram running windows 10. I dont have the money to get a new laptop.

Yes but you will have to WAY turn down the quality settings. The mobile Nvidia 745 graphics chip is based on the Kepler GTX 640 series which was a basic/budget video card five years ago. The minimum specs of that game list a GTX 560 which is about 2x more powerful.
