Can my laptop run Rust?

I have been trying to improve my frames on rust their always stuck between 15-18fps

Here are my specs: Intel(R) Core(TM) i7-5500u CPU @ 2.40GHz
RAM 8.00 GB
64-bit Operating System

Note: I have always had trouble running this, I don't want to spend any money cause im low on budget. Please help me increase my frames thanks.

That's the integrated graphics on the CPU, so most likely you do not have a discreet graphics adapter in that machine. Those are pretty low end graphics, which you can do nothing about aside from getting a whole new unit. Not meant for gaming, not capable of gaming at any reasonable level. That's the bottom line.
Ok, what is the FULL model number of your laptop? We can't tell you a thing about what kind of performance you should be expecting to get based on the graphics adapter if we don't know what graphics adapter you have. If you DON'T have a discreet graphics adapter on that laptop, then you can't very well expect decent gaming performance using the low end iGPU on the processor, and there is strictly NOTHING you can do to change that aside from buying a laptop or desktop with the right hardware or reducing your in game settings from where they are currently set.
