Can my MOBO bottleneck my CPU/GPU?

So I just got a new GTX 1060 6g and replaced my old HD7770, yet in cs:go everything set as low as possible and 1280x1024 resolution, I get FPS below 200. I think it should be more like 500+.

CPU and GPU usage are quite low (CPU ~ 40% / GPU ~ 30%).

I fiddled arround in NVIDIA control panel but didn't make any difference. It seems to me like there is something else that bottlenecks my GPU and CPU.

CPU overclocked or not makes close to none difference

PUBG barely plays on ultra (drops below 60 fps)
Fortnite barely plays on epic (drops below 60 fps)

I got the GPU to be able to play on high presets pretty much any game and it is disappointing.

PC specs:
CPU : FX-8300 (OC 4.7GHz 1.428v)
GPU : GIGABYTE GTX 1060 6G Windforce OC
MOBO : GIGABYTE GA-970A-DS3 (rev. 3.0)
RAM : 2 * HyperX Savage 4GB DDR3-1600MHz (HX316C9SR/4)
PSU : EVGA SuperNova 750 G3

Pubg,csgo, fortnite - all use 2 or 3 threads max

On an 8 core cpu 40% cpu usage shown in monitoring apps is right on the money.

Nothing unusual there at all.

I highly doubt your 4.7ghz overclock has ever been properly stable, the ud3 Boards with their heavy duty 8+2 phase vrm can handle that clock & voltage , the ds3 boards with their 4+1 setup cannot.

You need to get a stable overclock to around 4ghz & you'll probably hold 60fps then without the intermittent drops your'e experiencing.

Past 60fps ?? Not likely, these cpu's are from 2012 & behave like they're old & weak, because essentially they are.

still the same
underclocked the CPU to 3 GHz and set cooler to 100% non-stop in game 27 C
GPU stock settings in game 57 C
I know that the VRMs get hot but with 1.15v they should be fine
I also removed every power saving mode in the BIOS
Honestly 3 GHz or 4.7 GHz the gaming performance I get it is about the same in CSGO

Also just installed windows, made every update needed and got the newest GPU driver

Every capping is off.
I have only tested cs:go, pubg and fortnite witch all seem to underperform
I am downloading 3Dmark as I write this and I installed windows 3 times without any performance difference, so malware it's not the problem.

Users report their am3+ mobos being the problem. Is your BIOS updated? Drop me a line when 3DMark is done.
btw, try to run with the RAM in different slots, or with solely one ram stick.

2708 CPU
Fiddled around with the ram sticks but nothing
Also I have the latest non-beta BIOS

The FPS does not decrease that much, but I think my CPU can handle more FPS.
Also the CPU is sitting at around 30% usage.

I could probably do 4 at 1.300 but the issue is that both CPU and GPU are not fully working to push more FPS.
