Can my motherboard be bottle necking my GPU and CPU?

I recently got a r9 280x graphics card and i'm not sure if my computer is running to its full potential,

The rest of my specs are
r9 280x, fx 8350, 8 Gig of ram and a 750w Psu

I don't think it would be possible for a motherboard to bottleneck...anything really. What's the problem with your PC atm? Underperforming? Lagging?

I was just wondering because I got the original pc before i upgraded it from this website called fresh tech solutions and they had put in a really cheap psu and other stuff, So i was just wondering if my motherboard was slowing my pc down because its the one they put in. Also i have real trouble running arma 3 multiplayer
