Question Can my old computer handle this low end 4K card?

Hello,
this if my first post here.

The computer that powers my 1080p HDTV in my living room is from 2014. The LG Plasma TV is now failing, so I want to buy another TV, and 4k is cheaper -- and way more common! -- than 1080p these days. I know I need a new graphics card, and think I found one. I do not game, I only need a graphics card that is "good enough" to power a new 4k TV on an old PC. I found:

GIGABYTE GeForce GT 1030 2GB

Which fits the bill. Now I have these questions:

1. Can my old PC handle this card?
2. How easy is the install? (I have never installed any hardware before)

PS: Here are my computer specs: (Just a broad view. I can get much more detailed if necessary.)
Hewlett-Packard h8-1360t 1.00 (year 2014)
3.40 gigahertz Intel Core i7-3770
16 gig RAM
NVIDIA GeForce GT 630 (Display adapter)
Windows 7 Home Premium (x64) Service Pack 1 (build 7601)

I think it will work.
The GT 1030 requires a 300W PSU and from what I saw, that is the smallest PSU available with that model HP PC.
It also requires a PCIe x 16 slot.....which your HP has.
Also.....your CPU needs to be fast enough.......which it is.

My original order from HP had a "460W Power supply" and I don't remember changing it, so yeah, that bodes well.

"It also requires a PCIe x 16 slot" confuses me... as I say, I have never installed anything; not sure of that term's meaning. I am hoping I can just take out my existing NVIDIA GeForce card, and plop this new one in, using the same slot and same wire hookup to the PSU, or anywhere else needed? Does that seem likely?

One final thought: I am running Win7, and some google searches indicate though Win7 supports 4k output, it is not optimized for it (or something like that). Should I be concerned, or is this more of an academic thing, and it should look fine in practice?
