I live in an area where power outages are somewhat frequent, can they damage my PC or any of the components?

The most likely thing is corruption on a HDD. Then damage to a mechanical thing like the disk drive itself.
BUT the damage usually happens when the power comes back on suddenly. Voltages can be high or low for short periods. That can cause problems.
