Can my PC can handle Radeon HD 4670 Graphic Card?

The PSU is only 250w.
The only changes are I'm using 3GB RAM now.
I just want to watch movie and play games like Dirt 3.
I'm using PCI Express x16 v1.0 does it compatible?

Sorry but on the psu there's no graphics card that can run properly. You have 2 choices:change the psu and get a gpu or change the mobo and get an i3 with integrated graphics.

4670 uses the PCI-E 2.0 x16 slot so I don't think that it would be compatible with the version 1 version, i would suggest getting a new motherboard.

I'm reasonable confident the 4670 will be compatible because PCIe 2.0 should be compatible with a motherboard that has PCIe slots that are one generation older. But the power draw is probably too much.

However, I'm not sure if my recommend graphics card is compatible or not. You'll have to research it:

What I do know is that there are several people who have successfully run a 750 Ti on a 250 Watt PSU. Whether it's logically compatible with the slot, is something that you'll need to research.

The card is compatible, but as others have stated, you would need to also upgrade the power supply. I understand your financial issues, but those are the facts. I would recommend waiting until you can afford a proper upgrade.
