Solution
Your hardware is fine, but the game will eat your GPU unless you control the FPS. Many players are seeing their CPU and GPU spike and end up with some stuttering issues (i.e. when you get blasted). The games was designed to force as much FPS as possible, so when it spikes to a high FPS...it drops back down too quickly for the hardware to keep up. Try restricting your FPS using MSI Afterburner/RIVA Tuner. Moniter with Afterburner and the FPS limit setting is in Riva Tuner on the right hand side just 3 lines under the little wrench icon. 60 FPS is a good starting point and adjust it from there.

how so? when I play planetside 2 with this setup, The fps is better on all lower graphics.

well of course it is its lower graphics every gpu is better when not alot is having to be shown i do recomend possibly trying a trial if u ar eplanning to buy the game and if they dont have a trial do some research but i think youll be fine

Your CPU and GPU both meet system requirements:

Minimum PC System requirements:
OS: 64-bit Windows 7 SP1, Windows 8.1 and Windows 10.
Processor (AMD): AMD FX-6350.
Processor (Intel): Intel Core i5 6600K.
Memory: 8GB RAM.
Graphics card (AMD): AMD Radeon™ HD 7850 2GB.
Graphics card (NVIDIA): NVIDIA GeForce® GTX 660 2GB.
DirectX: 11.0 Compatible video card or equivalent.
