Can my PC record in HD and high FPS?

Hey guys. I am planning to make a youtube channel and I wanted to ask you all if my PC is suitable for Good Quality and High FPS recording.
Here is some info.

GeForce GTX 960 2gb
Inter Core I5 4440 3,2 Ghz
8Gb Ram
1000Gb C Disk space

You asked for advice, then get defensive when it's given? Grow up.

One platter hard disk can barely keep up with loading GTA as you drive around at high speeds; much less recording tons of video back to the drive at the same time. I think BOTH experiences would be very full of stutter.

CS:GO isn't hard to run on anything. Other games are much more demanding.

Again, you'll want a secondary drive. You could pick up almost anything for $40-50 and be fine, but it can't be trying to access data and write huge amounts of video at the same time.
No Dudeman is right, for recording you need either an SSD or a 2nd HDD as single HDDs will have trouble recording smoothly if it's on it's own.
An i5 is alright for recording CSGO, less so GTA5.

Recording is a pretty tough for a computer no matter what.

Shadowplay/NvidiaShare/the Nvidia Encoder can reduce the load a lot, but you'll still be hindered by your single HDD running and recording the game at the same time.
