Can my PC reserve some bandwidth for gaming?

I have a SuperHub router which does not have such options on its own.

Is there a program that would reserve some of the bandwidth permanently and allow a game to exclusively feed off that?

yes, it is possible, but will be limited to traffic from your PC only and will add some latency.
