Can my PC run 4k Movies ?

I'm looking to buy a 4k hdr tv to watch movies directly from my pc and not USB or HDD , my question is if i connect the new 4k tv to my PC will i be able to run movies smoothly in 4k HRD with these specs: i7-770 Kaby lake , GTX 1060 6gb , 16gb ram , motherboard: MSI B250 PC MATE , ?

If so VLC should be able to run 4k hdr good or i need other programs ?

Or do i need to put the 4k movie file to an USB and stream it from there to not have any issues and watch it smoothly ?

The i7-7700 integrated graphics (630) is capable of handling 4K movies, the GTX 1060 is capable of even 8K movie playback.
On VLC settings, enable GPU accelerated decoding.
