The processor isnt good, you have integrated graphics which is really bad and you got 4GB of memory which is bad aswell.

just the processor and ram are not actually the problem. the problem is integrated graphics. you need dedicated graphics to run gta V sufficiently. 4gb isnt an issue for a budget machine, though not optimal.
