Can i run the latest version of photoshop on my pc?

The 4GB RAM is your main limitation with Photoshop.
The CPU isn't helping either.

There are many many other image editing applications that will work. A lot of them Free.

You'll probably be able to run Gimp, albeit the RAM may be a limitation for full size images, especially if operation many layers.

Even better performance if running Linux on that hardware because less overhead from OS.

no not by long shot, to be frank even running Photoshop CS5 ( which is the version that came 11 years ago, it would haven been an ugly experience)

not all is lost, there are other options on the table, which will be okay on your hardware and are fairly cheap.

very similar workflow to photoshop, fairly comparable feature wise, getting quite popular in the DTP crowd. And best of all it's one fee of 50 bucks, unlike photoshop for which you get charged monthly.
