can my pc use this gpu?

Defiently not, pre-builts usually have very weak PSUs and the R9 280 will suck a ton of power, you will basicly burn and stress whatever power that PC has, as well the case may not fit the graphics card, the case is small. Another issue is when I looked at the motherboard which is a small photo but I don't see any PCIE Ports, so therefore you can't even plug-in the R9 280 in the first place. The specs don't state the PSU, but by pretty much all pre-builts they will have a weak PSU.
