Thats no where close to a 500w PSU, under current standards it'd be hard pressed to be called a 300w unit and thats if it can actual attain its full 12v capacity, 288w via dual 12a 12v rails which likely delivers less than that use dual 12v rails rarely add up to the max and it doesn't show what the max 12v output is as they are likely ashamed of it. I would treat it as a low quality 250w PSU and look for a replacement asap.

Solution
You are risking your entire build by a cheap PSU. It should support the GTX1050Ti because of it's lower power usage. But get a 80+ Bronze or plus certified PSU before getting the GPU. It could fry everything inside the CPU.
 
Replace your PSU ASAP. I'd look into a major brand PSU. Both the PSU you have right now and the one you just mentioned are completely unknown to me, I wouldn't trust them for the life of me. Then look into a new GPU like WildCard999 said. Watch out for the RX570 though. There's 4GB models and 8GB models, some 8GB models are cheaper than 4GB models. I don't know anything about AMD graphics cards, so I'm not the right person to ask about them, I just know those two are about the same price.
