Can my PSU, affect my pc's performance`?

Greetings i have 2 times 4 ddr 8 gb 2100MHZ ram, and a gtx 1080TI, my processor is a i7 7700k overclocked to 4.5 MHZ. My power supply is a TX650 corsair, can this cause a low fps in games such as pubg, h1z1, league of legends?
In pubg with all settings in very low, without vsync i get about 80-120 fps, in h1z1 i get like 90 fps, and league of legends during heavy fights i get like 110 fps. Please help me what can the problem be?

Check your motherboard manual to see if your ram is running in dual channel properly, then after that go into the bios and make sure the ram is running at it's rated speed.

I've never heard of ddr4 memory running at 2100mhz, did you mean 2133 or 2400? As those are the most common low speeds on ddr4.
