Yes it can, the manufacturer will always give a higher estimate of wattage to cover their backs.
You can run a 290x off a good 550W (XFX/Seasonic/Antec) as long as you have the 6/8 pin connectors and 35A minimum on the 12V rail. They card at max will draw about 250-300W at stock volts and load.
It would be safer to just get a 600/650W however.. just wanted to say it can be done
