Can my psu power a r9 295x2?

No, your PSU won't work properly; you will need strong +12V rails (at least 30Amps on each rail) or a single +12V rail (at least 50Amps if you have an Intel CPU, 55Amps for an AMD CPU, even bigger if you overclock). So a good 800W PSU is a must, as Emerald said in the post above.
