Can my PSU power this specs

Mine specs currently is GA B250M D3H
, WD Blue, GTX 970 ASUS Turbo, G4560, PSU:CX450M


If i were to upgrade to GTX 980 TI and CPU to I7 7700, either one of this upgrade will work? or both upgrades can work?

PSU is on the light end for those upgrades (even for current setup). A quality 550watt would be recommended.

both will work but then there is no room for other stuffs may be but you should have atleast 550W
as the gpu needs 250W itself

That is not even close to right they dont know if you have a 65 watt CPU or one of the massive 220 watt AMD processors.
A generic answer means nothing.

It is a site that has combined GPU manufacturers recommendation and covers any CPU (normal range 65-140watt) except those special AMD cases. They are though high because it is based on generic units not Quality units.
