Can my PSU (Rise power supply 650 watts) run well with all of this component?

Typically yes; but you should always consider the exact model of the power supply. Not all power supplies are made equally.

Also be aware that cheap power supplies are not always capable of the stated watt output. The graphics card requires one 6 - pin PCIe power cable. The 650 watt power supply should be enough to power the system. The graphics card is usually the biggest power draw in the PC.
