Can my PSU run a rx 480

I have a Be Quiet System Power 8 400W Power Supply and im wondering if it will be able to run a Asus RX 480 Strix.

The RX480 rated for 150W. It would require a 6-pin power connector, which your PSU should have. In theory, it should be able to power it.

In all likelihood, your PSU should be enough for both your system and the RX480. However, we also need to know how much wattage the rest of your system uses to make a proper conclusion.
 

How would i found out how much my system is using?

 
Well, you can either make a rough estimate based on what we know about the power consumption of each individual component or you can plug your pc into something like a Kill-A-Watt Electricity Monitor to read the actually power drawn from the wall.

Though, I did say that, in theory, that PSU should be enough. Only exceptions would be if you were connecting a billion other things into your PSU or if your are running a 200W cpu. An average system would be more than fine with that PSU and GPU.
