So i recently built a new gaming computer and wanted to buy a new 27" 1440p monitor with a refresh rate of 75hz, hoping to keep vsync on and have a consistent 75fps. Can i achieve that with medium to high settings?

Specs:
I5 7600K
GTX 1070
16GB DDR4 RAM
Z170 motherboard

Solution
Off course.
I have a simliar setup with gtx 1070 and I play at 165hz/165hz on a 1440p. Off course I cannot play any game at that fps/hz, so I have to dial down quality settings a little in Overwatch. Games like Batman Arkham Knight will hit 90fps with a little lowered settings.

Short: Yes, 75fps/75hz is easy to hold with your setup.

Edit: Forgot to ask which games to play you have in mind? And depending on the games, maybe you don't want it cap at 75fps (like fast paced first person shooters), because V-Sync introduces a little input lag. Did you thought about a monitor with G-Sync? Its like having the best of both worlds, V-Sync on tearfree and like V-Sync off less input lag. And G-Sync works best at the range of 60hz to 100hz.
