Question Can an inadequate PSU cause VGA driver errors ?

So i just bought used ASRock RX 6600 XT Challenger GPU and i forgot about my PSU being only 400w, while the recommended PSU is 450w. The first time was normal and i install the driver was normal, then after about a hour the display is black but the PC still turns on. After i restart it the monitor is no signal so sometime I'm using the iGPU to ddu and it turn on normal, then do the same thing.
What should i do, is this a GPU or PSU problem?

Here my full specs :
Motherboard: ECS A320 AM4 M3D (PCIE 3.0 BTW)
CPU: RYZEN 3 2200G
RAM: HYPERX 16GB DDR4
GPU: ASROCK RX 6600 XT CHALLENGER
PSU: BE QUIET 400W SYSTEM POWER U9

How old is the PSU? You should keep in mind that a PSU will degrade over time. This degradation will be accelerated if the PSU innards are subjected to high temps(either through the environment, a blocked intake or dirty PSU innards) throughout it's tenure.

Did you use DDU to remove all prior GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually install the latest GPU drivers sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Adminsitrator?

It sure can be a problem. Those 400W specs for PSU is not only thing to look at, It's max total power under full load but it's divided between different branches and voltages. GPU uses +12vDC branch so you have to look at amperage in that branch.
That particular PSU is essentially for office type of PC with dual 12v branches which are only half of total available power and not enough to feed 160W GPU.
You are going to need new, better PSU 650-750W.
In meantime use Adrenalin driver settings to limit voltage and max power of the GPU. Will lose some performance but should work.

i just did uninstall the amd driver, worth to try later

wait i just know adrenaline can undervolt gpu, im gonna try it. sure im gonna buy the new psu maybe next week
