Can not Activate XP

I had to reinstall XP on an old machine. Everything works fine except when I try to activate it, I get an error, "Message number 32777" "Unable to establish a connection with the activation server..."

The Internet is fine. Clock is synced with time.gov.

Did not try Phone.
