can not adjust window's color and transparency after intalling win 7 64bit

I recently installed a win7 64bit system. After that, i can not customize my window's color and transparency as before. At the same time, my dual monitor is not working either, two monitors showing the same thing now.
Could you guys help me , what's the problem?

So when you right click the desktop and go to personalize you can't change the colors? Also when you right click and go to resolution the option to extend display is not available?

That's right.
In screen resolution, there are only two options: display and resolution. And if i click on 'detect', there's no response....

Have you updated you're graphics drivers since the install? Also how are you're monitors wired?

I have not updated my graphic driver.
One monitor is wired using VGA, the other one is dvi . they are both working, but showing the mirror image. I thought since they r working, it should not be the driver's issue, could be about the setting, or something. But i am not good at computer, I could be totally wrong. Please correct me.

Well first step would be to update you're graphics driver. The drivers control how the gpu works and adds features including multi-displays. Do you know what type of graphics card you have? Have you updated drivers before?

my graphic card is r7 250
this is a new computer, i just reinstalled a win7 64bit system on it. does this remove the driver?? do you mean, after i install the new system, i should install the driver again?
btw, is this graphics card a pretty low end one?

r7 250 is a lower end one. Not too bad. Yes when you do a fresh install all drivers are removed.
If you go to this website you can download an auto detector for your gpu. It will download and go through the install of you're graphics drivers.
